Many think of the IRS as a monolithic organization.  However, it is very bureaucratic with a number of different fiefdoms, each with its own individual responsibilities. This program will review how the IRS works (or, as is often the case, doesn't work).  Furthermore, it will try to differentiate between the various types of guidance the federal government may issue - it is more than just regulations.

• Determine the authority of the various types of governmental guidance issued by the government
